The digital transformation, that has been accelerated rapidly by the pandemic, proves to be particularly dangerous for a large proportion of the population, which does not possess the necessary digital skills or even access to computers, in order to follow the new era. The socially vulnerable groups, such as long-term unemployed people, persons with low educational status, refugees and migrants, older people but also a significant proportion of women are now facing the risk of so-called dual exclusion.
